David Quinn was on the Tonight Show debating the issue of commercial surrogacy. He said that almost all European countries ban the practice because it commodifies babies and exploits low income women.  The Irish Government says it won’t be allowing commercial surrogacy but will be allowing so-called “reasonable expenses” to be paid.
